Steven G. Blackmer was born on July 1, 1970 in Los Angeles, California. He is a member of the Pennsylvania Bar since 1996, the Ohio Bar since 2000 and the West Virginia Bar since 2001. He was awarded a J.D. at Willamette University College of Law, Salem, Oregon in 1996 and previously earned a B.A. from the University of Southern California in 1992. Mr. Blackmer served in the United States Army Reserves and he received a Department of the Army Certificate of Achievement. He has volunteered as a Neighborhood Legal Services Association Volunteer Attorney in Civil Litigation. He is presently a member of the Pennsylvania Bar Association, West Virginia Bar Association and Allegheny County Bar Association.
Attorney Blackmer joined Willman & Silvaggio in 1997 and has handled large and complex cases in the areas of corporate and transactional law, as well as environmental litigation, toxic torts, hazardous materials and substances, insurance coverage and insurance defense.
His practice concentrates on civil litigation where he most frequently represents businesses and insurance carriers. Since a significant part of his case load involves personal injury claims, he has developed a close relationship with the legal community and often coordinates the efforts of counsel representing various defendants in toxic exposure cases. When cases involving multiple defendants proceed to trial, he typically assumes the role of lead counsel. His level of preparation and expertise frequently leads to early and reasonable settlements for his clients.
